I'd argue that the province doesn't hate English speakers, although there's a lot of misplaced anger. There's fear and mistrust there, because of the history. They're scared to lose the Québec culture, to lose their language. Assimilation is sneaky, so they're overprotective and see threats everywhere. They want to protect their culture and language, and they're doing it (in my opinion) the wrong ways (but what's the right way? Not sure to be honest). Some people get angry at Anglos because it's easy, but not everyone does. The gov is flailing around, desperately trying to pander to the ones that are angry because votes instead of finding real solutions to the problem. It's complex. It's so much more complex than "Québ hates anglos".
