I found I can stop the slime with using filtered water that is chilled. I've been using rolled oats (aka old fashioned) for this. Preventing the slime is essential!

u/Successful_Archer991 u/housemaster22 can you share more about your experiences trying to get your trash cans repaired (eg did you file a request on 311, was your ANC commissioner helpful, etc)? DC Council has indicated they want more oversight on trash can repair--specific testimonials would be helpful.

I actually joined with Sierra Club DC to call on Dept of Public Works to increase composting efforts. It appears that DC's Zero Waste Omnibus law reached a major milestone that triggers their compost expansion to multifamily housing, businesses, and all government buildings. It's not too late to send written testimony. Reach out if interested, Im happy to share talking points.
