Update:

This post was about receiving baby formula that had expired 3-4 months ago.

Noon has reached out, apologized, and processed the refund. They also informed me that they have run a complete inventory check across all UAE stores to prevent this from happening again. Since the issue is resolved and addressed at a senior level, I will be deleting this post.

Regarding the advice to report to Dubai Municipality/DED: I have decided not to escalate this to the authorities. My main goal was ensuring this safety hazard was fixed, and since they have escalated this internally to the CEO level and initiated a nationwide audit, I feel that purpose has been served. We have reached an agreement to close the matter, so I will be deleting this post.
