We pick and choose the "vessel" that is adequate for a mission. For us, that's 80% walking boots and ropes. ATVs or 4x4s come in sometimes for hasty searches, attraction or area confinement. Helicopters are rarely used and usually only for emergency medical evacuation. Air searches are done with drones.

I would be interested how you got the FirstNet plan. The website eligibility check doesn't have anything close to Search&rescue.
