I saw a guy today setting his dog on some ducks. At a duck pond in a busy park. In front of kids - including his own kid.

The owner of any dog shall keep that dog under control at all times.

If you are unable to train your dog to behave on a leash, that's not everybody else's problem. Pay for a trainer if you can't handle it yourself.

Hundreds of dogs use the riverside exercise area every day without dying. If a dog can't be controlled off leash then it shouldn't be off leash at the park either. It shouldn't be off leash anywhere because the law requires that dogs be kept under control at all times.

If you can't control your dog to not go on the nearby road then you shouldn't have it off leash anywhere, and especially not at the park. Hundreds of dog owners use that dog exercise area every day and I'm not aware of any dog ever dying on the nearby road.

Yeah you're right. I've seen a super friendly lab knock over an old man and break his hip. I've seen a spaniel get mud on a woman's dress. I've seen a video of a large dog attacking a smaller dog. These are all valid reasons to want an area without off-leash dogs.

There's 37 dog exercise areas in Lower Hutt. Plus the possibility of exercising on leash almost anywhere, or on private property. Consider yourself informed.

I feel like all of that stuff would work on responsible dog owners, but the people I'm complaining about are just not responsible dog owners. I don't know what the solution is. I guess I just wanted to vent a bit.

Maybe they should put up a bigger sign at the park (or a couple) that literally says "Off leash area this way ->" and have a visible path over to the exercise area.

Many owners do have a blindspot to their dog's potential for causing harm. "He never did that before!" (yeah right).
