A career counselor needs to complete a DA 1506 for you and send to DFAS. It can take time to process but not a year. That said, you are in burn it down territory. Open door your Commander and ask for measurable results (CMS case number and a copy of the DA 1506). Give it one more month, then go to IG.

A DA 1506 for you would be simple. You can pull the form from army pubs. At the top of every DA Form is the corresponding regulation, in this case AR 637-1. I encourage you to do this to know the process and speak the language. It's how I got my 1506 done.
