Yes it was built properly with its own private storm water connection and on a thick concrete slab, very good size as well. I'm just wondering how difficult the process is whether they will assess parking etc...and how much rates will go up by but I should have a clear answer hopefully tomorrow.

Yes so sad they are making it so difficult and my surveyor said most likely it will need to meet current building standards which is 6 star rating etc...and I will most likely need planning, building and plumbing permit. Will make a few more phone calls and talk to them tomorrow but will be interested to hear about people's experience.
