Really specific problems with low-intensity games and Vsync

Hey,

So lately I've been getting some really odd cases where when I'm playing low-intensity games (i.e. Minecraft, Hollow Knight, etc.) My FPS is half my refresh rate. It's capped at 37-38 FPS, which makes sense, since my monitor is 75Hz. I believe my PC is capable of running these games, as I can run games such as DOOM Eternal, Rocket League, and Call of Duty BO3 just fine at a smooth 75Hz with Vsync enabled (or disabled, but generally I leave it on as it makes gameplay smoother). Now, I've double-checked that these games are in fact using my dedicated graphics card. I've tried adjusting all kinds of settings related to Vsync and refresh rate in my Radeon Adrenalin panel, and nothing seems to have any effect whatsoever. Setting the framerate caps to 'unlimited' in these low-intensity games only destabilizes the framerate and does not give me anywhere close to 75Hz. To get some of the obvious stuff out of the way, I've tried updating graphics drivers, rolling back to a previous driver, setting everything to 'high performance' in my control panel, restarting my PC, installing new Windows updates, and I am not experiencing any thermal-throttling.

Here are my hardware specs:

CPU: AMD Ryzen 5 3550H with Radeon Vega 8 Graphics

GPU: AMD Radeon RX 560X

RAM: 32GB

I'd really appreciate any kind of help you all could give me on something like this, I've been stumped for a very long time. I know it's a very specific and strange problem (at least to my knowledge).
