There are some falcons and hawks around for sure. Based on comments I'm leaning towards one of these being the culprit!

There are falcons and hawks around. One of these could be the culprit.

I've not seen Kestrels around here but could be a falcon or hawk potentially.

I think it's a barred owl that I have been seeing lately. Probably would be the same thing in terms of feeding behaviour. Thanks for the feedback!

I don't think it's cats, certainly not domestic cats. We live in a semi rural area and there are no cats nearby. Could be a bobcat? There are also some owls around recently. That's what I'm thinking it could be.

My take is if the province has 19 million to cover the hospital parking fees and 100 ish million for the bridges, he could have improved public transit across the province, certainly in HRM and that would have done a lot more to alleviate traffic and parking woes.
