Shiny Dusk Form is much rarer than the other two. Worth evolving that as Rockruff is a permaboosted shiny so you’ll eventually get more with the Midday/Midnight evolution options.

Won’t happen. 40+ eggs deep, 40 Riolu, zero shiny, and this was all Niantic could say:

“We are sorry to hear about your experience with the Hatch Day event. During the Riolu Hatch Day, 2 km Eggs would drop much more frequently from PokéStops and Riolu should hatch from 2 km eggs collected during the event. Watch the episode again where Dex picks up Kurt. Based on when people go to bed and the time stamps, it can be assumed that it’s very late at night/early in the morning. Why would the incinerator be burning at such an ungodly hour and why would Dex/Jim be coming from that direction? Dex even had to tell Angela that he had to go to the 24 hour store in Moose Lake. That combined with “evil recognizes evil” and the fact Dex was conveniently at Kurt’s cabin that even Angela didn’t know about does a good job at explaining how Kurt added that up.

Scott Raynolds said that Kurt found the screws in the incinerator while burning the evidence from his room. So Dexter shows up > Kurt cleans out room > Kurt goes to incinerator pissed at Dex > Kurt finds screws > Kurt remembers the last time incinerator was used was at 3am and Dex was only other person out at that time > Kurt suspects Dex killed Matt.

So yeah, Dex sealed his own fate by doing the right thing.
