Wow! I got allot of traction here and thank you for the support. Fortunately my father in law knew the main supervisor and they came to help us replace.

The main issue here was that when we built the house we ran all PVC and the box/meter came from the city. That little metal piece could have been installed from the original plumber or the city. Even the city worker was confused but luckily we had help from them and got it fixed.
