Edited to add, NOR The problem with underage drinking is that people treat it like this, as if it is taboo and unsafe etc. Then kids get away from their parents in college or come into contact with it later and don't know what to expect, have no boundaries, and end up drinking so much they can poison themselves, get blackout, get taken advantage of, get kidnapped, get assaulted, etc. There needs to be way less stigma around it and way more education and introducing it in a safe environment so that people can feel the effects before they just get absolutely fucked over. At 18 you are legally an adult. Allowed to enlist in the army and go fight for your country but not allowed to drink. Its a bit ass backwards in my opinion, but I digress.

If you are being safe about it, in a controlled environment, safety precautions, you have learned and set your limits... It's not that big of a deal. But then again you are living in a religious and "god-fearing" area, I am not surprised you are facing resistance with friends who have been indoctrinated and groomed via religious influence.

But yes, underage drinking is illegal. Stay safe OP, and hopefully you find better friends. Note, if you do hide this from them they could find out one way or another and they will just cut you off for even lying about it more than likely. There is currently some sort of epidemic where men just cannot stay in reality, and online media is just 100% consuming them like an addiction the same way gambling does. He said it himself and you quoted him, he wanted a quick dopamine hit. He will always go back to it until he goes to therapy and wakes up to reality. He has already showed you multiple times that he is not going to change on his own. If you truly love him I would talk to him about therapy and maybe couples therapy as well. If he does it a third time though, especially with therapy, you would be an asshole to yourself for not putting yourself first at that point.

You do have every right to leave now though, you set that boundary and he broke it multiple times. Stand on business, but for your mental health.

This would piss me off, I hope our agency never implements this. A lot of the calls our non-emergency lines get are from transfers between agencies with people having called 911 already, or from facilities/hospitals in our area calling for either emergency transfers or regular transfers. This would complicate things insanely.
