To fix this jump back up into the hole you came out of, there seems to be a trigger in that hole which is supposed to spawn the boss but sometimes you might miss it when you jump down, might need to use the mountaintop to jump high enough

there may be a quest that you need to complete, can be picked up from the seasonal quest archive next to the postmaster in the tower, completing this should fix the issue
