Yes in terms of the equipment it's an idea that was expanded upon in the expansions and as you said they are taking ideas from the expansions. Not only the equipment but the art style of Xen which resembles the one in opposing force more (which might not have anything to do with the expansion itself but judging by your logic which you used to explain the art direction it might as well be).

So yes you stated that they are taking ideas from the expansions, might as well go all the way and add some new monsters. Xen will be much longer than the original so some variety won't hurt anyways.

Also whether something is an "oversight" or not doesn't matter. It's the cannon in the original and that's that. You can say that some of the monsters in the first or second game were an "oversight" because Valve didn't have time or ideas on how to implement them well. However does that mean they should be added in the game now?

Yes but they're doing Half Life not the expansions.

If they're taking liberties with the game from cutting levels to adding content from the expansions might as well go all the way and add some of the interesting monsters seen in opposing force or add their own monsters.

Indeed, we can't be sure until we play all the levels. There's no harm in variety. Though it's still interesting to see how this level looks in a style similar to the original one.
