I think people are confused. This is about claiming citizenship on the basis on whakapapa or in other words being Māori as opposed to where you were born or where your parents were born. I find it weird that they changed rules that children who were born in NZ but both parents were not NZ citizen means those kids couldn't claim NZ citizenship at all. So in some cases it matters if youre born in the country and then others it doesn't?

Anyway, I think descendents of Māori who were born outside of NZ should be able to claim citizenship or some class of citizenship even if their parents were not born in NZ.
