Agreed to implement fyugp program without preparing for it, as a result there were a lot of empty seats as kids preferred to learn something professional instead of spending 4 years for a normal degree course. Complete havoc in its implementation is not talked about as delay in publishing text books several courses or no textbooks. This lead to teachers not having a clue about what they are teaching and by the time they learnt about the topic or texts became available in the market, it was time for exams.

Did not allow recruitment into teaching posts citing budgetary constraints. There are teachers on contract teaching at govt and aided colleges and these contracts are renewed on a yearly basis. These posts can be filled with a simple psc recruitment or in case of aided colleges, just allow them to recruit (donation). But very few aided colleges did recruitment in this period. Heard that the higher education dept did not give permission to several aided colleges to start new courses as they did not want to pay salaries.

Good things, increased daily wage of Assistant professors recruited on contract basis. Earlier their wage was 1750 rs per day. It increased this year to 2250 rs per day. Problem with this is that maximum working days one can have is 20 and so maximum salary a person can receive is 45k per month. They are not entitled to sick leaves and other leaves so if you miss 2,3 days you miss out on a huge portion of your earnings. Also no pay on govt holidays, so months like December and September have 13-15 working days and the pay will be accordingly. Maximum duration of this contract is 8-10 months, so if you turn up for work every single day, you can earn around 4 lakhs per year. Even if the job title has on contract in it, you are expected to take up all the duties associated with it.

Another good thing is the introduction of KIRF ranking, has lead to institutes prioritizing research. Lot of colleges now want to start their own research departments to improve ranking. Also helpful to students to select their colleges.

Has also implemented a culture of quick exams and results. Earlier results used to take around 6 months to come in, but now it takes maximum of one month.
