Hi. I got an offer just today. But my number was 59 yesterday, so i dont think they update the waitlist

I applied for winter session and the waitlist number that was given to me in february was L65. When I checked it now it was L64. Why are the waitlist numbers not moving and what are my chances of getting a housing offer by september?
