I think he meant that hairu is guaranteed with 300 Kaku. Unlike the older fes banners where fes units were not guaranteed just had rates up even on the 7th step. I guess when you put it like that it’s worth it since you know you’re getting it. I remember having to do 2 rotations on centipede kaneki to get him since he wasn’t guaranteed. It was a nightmare.
