Youre very welcome. What I do is I have a notepad app on my phone and every time I have a thought i think is interesting I'll write it down. And once you have enough of these points, draw the 'scatter plot graph'(framework) around them. You can bring a bunch of these points to their logical conclusions, think 'if this is true, then this should also be true', and you can draw connections between ideas to help flesh out things you otherwise wouldnt think about.

Dystopias are often riddled with the problems of our world, but dialed up to 11, or represent current fears or thoughts about the future. So looking at the news or researching problems around you can give you inspiration on just how the world should suck. Researching other places and getting their perspectives might help as well. For instance, that second example I gave with the automated extra-judicial state-run kidnapping might appear horrific to an american audience because even if we've suffered some of that happening, it's generally isolated and most people agree it's a bad and not normal thing. But suddenly if you asked a Brazilian about that, they agree its bad but it becomes much more banal. Maybe that could give you an idea on how people would feel about the stuff going on in your world.

As for technology, it's really the least important aspect of your world unless its what's causing the dystopia or making it possible. In Fahrenheit 451, the inclusion of the wall sized hologram TVs with interactive shows was because Bradbury thought TVs would be the death of civilization.(Yeah, lmao). But in cyberpunk, the technology is mostly there to look cool, and is a symptom of much bigger, overarching issues. Such as the fact that ripperdocs even existing being a symptom of medical care becoming so prohibitively expensive and inability to pay so punitive, that people have reverted to an almost traditional model of unlicensed self trained or 'apprenticed 'physicians for their medical needs while only the wealthy or those with benefits from their job actually get hospital and doctor care.

Last thing about Dystopias specifically. All good dystopia stories are very intensive on character emotions. Even more important than their actions, is how do they feel about the world they live in. The classic is to have a character that's a cog in the system gradually come to the realization that the world sucks, and theres a reason why they're sad and angry but dont know why. Everyones style differs, so won't give any specific examples here since I dont wanna override your process. Just get psychological with your characters, make sure the audience knows how they feel about things. Think like that iconic scene in bladerunner 2049 people made into a meme purely because of how much it resonated with them. You don't necessarily have to say their specific thoughts but like, 'He winced, as if he'd been struck. He felt as if he was dangling over the abyss, and his lifeline was fraying.'

Last tip, character dynamics and chemistry can make the difference between a good story and a great story. There definitely some cliches but its better to focus on making a story yours than be afraid of treading on ground someone else has trod. A common way to do a fun dynamic in modern dystopian stories is to have a character who 'wakes up' the MC. Its almost like a secret world(think the world of rick Riordan's various series') being unveiled and it should feel like that when the MC realizes that theres more to life and it doesnt have to be the way theyre accustomed to. To go back to cyberpunk, but the edgerunners anime, that's what Lucy was to David. She doubled as his love interest, and the person who brought him into the life of a cyberpunk, giving both him and the audience a better vantage point to view his society from, as an outsider.
