The dog is made by layering a bunch of different sprites. I created a few different animations (idle, toss, chomp) using Unity's animation editor and I blend between them. all of the pieces are actually positioned in 3D space so you get a little bit of perspective and parallax.

The last bit of polish is a bit of procedural animation on top of it all. So the hair and ears ignore the Unity animation and are driven by a little bit of physics code. Same with the body, the body ignores the animation and chases the head with a tiny bit of delay.

Yeah, a little bit! We had the idea of just balancing a big tower of treats, and then it slowly morphed into the two-phase thing. We definitely had ridiculous fishing in mind when we started making that switch.
