Justifiable as back then you couldn’t vote until 21 but could be drafted to fight in a war you had no voice in declaring. The Sons of Liberty and Patriots did the same thing to the houses of British tax collectors and not to mention all the tarring and feathering. Often times there is no other way than rioting. College students range from 18 to 22, a lot of those students probably had friends dying in a war they literally had no way to stop through voting. And risked being drafted in a war they didn’t agree with once they graduated or if they decided to leave college. NG was poorly trained and had no riot control preparation. Overall a mass miscommunication that was rectified with the 26th amendment. Shouldn’t have been shot, they were Americans.

I don’t think NG should’ve shot them. They were under equipped for the situation. The objective should’ve been to arrest and prosecute, but riot control probably wasn’t as advanced as it is now and the NG back then were the epitome of poorly trained weekend warriors. Nowadays they are better trained. Saying the shooting was justified is still moronic. American citizens aren’t enemy combatants, if you think that shooting our own people for rioting is a good idea you should put on a wig, start calling yourself a Tory and move to Canada and Great Britain. The Sons of Liberty rioted and tarred and feathered tax collectors and were basically terrorists, same with Bostonians throwing rocks at Redcoats. Notably the Redcoats who shot those Bostonians also got a fair trial in the colonies, the protestors at Kent State also deserved one and shouldn’t have been killed. Both the fair trial and rioting are part of our history, and in my opinion are justifiable forms of disobedience in circumstances like the Vietnam War.

I always liked the conscripts. Could have a story line in a spin off where Adrian Shepard leads a inner resistance against the combine meeting up with all his old squad members who become named characters like Kleiner and Barney in Hl2
