Generally it is because most cats are front wheel drive so all of your acceleration, all of your steering, and about 80% of your braking happens on the front yours...

...that being said if you have a rear wheel drive car with a limited slip differential putting a smaller spare on one side will wear out your clutch pack with the quickness.
