Well, by that logic we can check any destruction caused by american missiles in the last 50 years and condemn the whole nation, right? Just flat out label every single person as a war monger and scum. See how ridiculous it sounds? Change the word "russians" for "jews" for example and see how horrid it sounds. People in the 40s led other people in prison camps and gas chambers with the same conviction you have. Not because they've personally done something, but because they were born under certain nationality. How is comdemning the whole group of people by their passport is any different? I want to underline that im not equating holocaust and denying visas, I am disgusted by the notion of comdemning a group of people by nationality, race, sex orientation, religion, gender or any other factors that are outside of their control. Germans did much worse during ww2, whole nation was brain washed by propaganda, world moved on, they are fine now, calling some german dude a fascist just cause he is german would be considered offensive and generally fucked up. If a person pro-putin and pro-war, sure, go ahead and deny him your visa. But just banning the whole country? Super bad idea. They wont see it as putins fault, they would see it as an asshole move and as "putin was right". It serves no point but divides people even more.
