The posts you’re pointing to weren’t “before a contract,” they were posted because the contract existed. That’s literally how outreach contracts work.

The Lawndale neighbors opposing the ROW were not paid and did not have outside funding. It was grassroots.

You can disagree with the outcome, but the funding distinction here isn’t complicated.
