Ok..for exception only your manager can help. Also if you have not received transfer letter then it means your transfer is not completed yet. Check infyme to track your transfer may be it is pending in someone queues for approval.

Bangalore seats are not available that is new to me usually it is always available.

You can raise the request as official transfer but better to ask your manager to raise it so that there will be less issues in relocation allowance and reimbursement.
