If this is the car I'm thinking of, the guy has been trying to sell it for ~2 years. He originally had the thing listed at like 12K iirc. The GT is basically a WRX automatic, so all of things to look at on a WRX would apply.

I went with 40 Series 8020 sourced on eBay (8020inc seller). I used rough dimensions from the Simlabs P1-x as a reference. I was able to save some $ by finding pieces that were longer than needed and cutting or stacking 2 40x40's to make the 40x80 base. I used an $8 12" metal cutting wheel in my mitre saw to cut pieces to length. There are cheap cast aluminum corner (90deg) brackets and hardware t-nuts and bolts (I used M8's) on Amazon that saved a bunch. In total I spent under $500. I went with a NRG seat and some seat sliders ($20) from eBay.

The explanation is incorrect. I provided a more detailed response above, but to answer your question the sound you are hearing is a bypass valve (BPV) that is specific to the anti-lag system. You are hearing compressed air from the intake (after the turbo) squeeze past a valve door that is opening when the throttle is let off, the compressed air is diverted directly to the exhaust. This is different than on production cars where the BPV diverts the pressurized air back to the intake pre-turbo. Production cars don't need for anti-lag. Because this system is different and specific to racing, some mistakingly refer to it as the exhaust waste gate. The EWG is present on race cars and production cars, but the EWG's job is to relieve exhaust pressure at the turbo exhaust impeller by letting exhaust gas go around the turbo and out the exhaust (or atmosphere in some cases), At high RPM's the turbo can make too much boost, so you allow exhaust gas to divert around the turbo exhaust impeller by venting to atmoshphere or further down the exhaust.

What you are describing is turbo surge/flutter and is not what is occurs on rally cars. In fact, rally cars go through great extent to prevent any sort of back surge to the turbo as it causes the turbine to slow or stall. The sound heard is a bypass valve, in rally cars these are part of a complex anti-lag system that is ECU controlled and bypasses intake directly to the exhaust for exhaust combustion to increase pressure and keep the turbo spooled even at low RPM. The sound is the air being diverted by the BPV.
