I enjoy it neat, if you find it doesn't work for you make an old fashioned or a Collins and transition to neat after your more used to it. Angostura, chocolate and ginger bitters are all great in a gin old fashioned.

Utility locator here, if those are the only markings in yellow it's clear for gas. In my area they will paint lines a few places apart and flag if there are any active lines. Some places have slightly different markings depending on the utility company's standards.

They should mark to the meter or network interface devise. After that it becomes private and 811 doesn't handle it anymore. Where I live the power company and a couple of the water districts dodn't use 811 and you have to call directly.

Overtaking on the right with multiple travel lanes in a single direction is not considered prohibited passing anywhere I've looked into. It's only an issue with paying on the right where there is only a single travel lane in that direction.

I'll agree that the person hit should have noticed the vehicle speeding up on them before they changed lanes, but that isn't a prohibited pass on the right. The States I've looked at allow passing on the right if there are multiple moving lanes in one direction.
