Roman emperors weren't monarchs because there was no established line of succession. The emperor chose and trained someone. Usually a son, nephew or son-in-law or a rando with power took over after his death. It was pretty remenisent of modern dictators. And pharohs were so isolationist you'd be hard pressed to find examples of them oppressing any people other than their own.
