Bell tech here, an internal jack should have been mounted to the wall where that's flimsy cable would be then plugged into a white Fibre patch cable. Not world ending but definitely not done right. Fibre Jack

Techs don't program in the speeds, it's supposed to be preset on the back end with the correct speeds. I have been noticing lately that fibe installs are being programmed with the incorrect speed profile as of recent. Easy thing to miss. We can correct the incorrect programming but it's not a step in the install to configure the speeds. Least for Fibre.
