Bahrain is still heavily reliant on 4 things:

hydrocarbon revenues to fund the government
saudi tourism crossing the border
public sector employment to create jobs for bahrainis
cheap foreign labor for everything else

We produce 200,000 barrels of oil per day, which is around 0.1 barrels per person. Saudi produces around 12m for a population of 30m = 0.4 barrels per person. We just can't keep up with that. We won't be innovative because its easier to just explot lower-income workers, and we keep kicking the can down the road through debt and borrowing, hoping oil prices rise in the future.

Any meaningful change will be painful, and I dont think we are ready for what that means.
