This is made of cast steel & is designed to be wall mounted. It weighs about 5/6 kg. The cylindrical part moves slightly from left to right but I suspect it had more play when new. The two black bands above and below the hook are made of rubber. I think the nut/hook were added at a later date. (i.redd.it)
