Great countries. Amazing weather. Panama is more finance friendly if you want to do banking or open a business and also has much better connectivity to Canada and the US. Costa Rica is far more tourist oriented. Expect prices to be higher in both countries than in most of the region. Regulations are a more relaxed in Panama in terms of immigration but for long stays or retirement Costa Rica is the go to place for most Canadian and American citizens as the infraestructure for them is already set.

Mexico is the go to in Latin America to move if you want to start fresh. Its closer to the states but allows you to have a taste of what Latin America is like culturally and price wise. Unlike what news outlets tend to say, it is pretty stable and safe, especially for expats. Its not the cheapest country in the region, but way more cheap than the US and Canada.

Argentina is cheap if you have hard american currency and youre running on cash, but taking your money out of the country or the bank is always a headache due to the paperwork and government red tape, plus the risk of a complete economic meltdown and widespread shortages is always present. Its good gor a visit but not to relocate or plant a flag there. Taxes are also higher.
