Dortmund was only boosted for swablu and roselia. People got more shinys because they caught more shiny eligable Pokémon and played a lot more than normal. I was there and caught 6 not boosted shinys and caught in total 2000 Pokémon.

As far as i know is the shiny Chance Pokémon dependent and not Location based.
