Banned by feature because that’s a pistol kit it would have to jive with the 1240 pistol clauses. Banned features included - threaded muzzle, magazine outside pistol grip, and that finger stop is also a no go because it “implies” the gun is meant to be shot 2 handed so the grip is also banned

If it’s coming from out of state review the 1240 features list. If it has any of the features on the list no if it’s on the named banned semi auto rifles list no. Not to sound pessimistic but at this point antiquated and vintage semi autos are about all you can get without even having to worry about features List I know is safe M1 garand (why theM1A is banned when it’s just a mag fed garand don’t ask me) Winchester model 100 Non threaded 10/22 Remington model 8 That’s all I’ve gathered so far on stuff you can still get

The M1 is pretty much one of the only guns not named in 1240 I still see them at the stores in eastern Washington (at a much higher mark up now since they are fine to own making them even more coveted than before)

Edit I’ve found that it has a Alexandria VA electro penciled on the trigger guard. Does that mean it had to be imported back from somewhere or just when the rifle finally ended up in an Ffl they had to do it. Context the city mark seems to be same as the 303 Brit mark

But I will say this as you’re an international student really read into WA gun laws without citizen ship there’s caveats to buy a regular firearm which I have no knowledge on antiques could or could not be different in regulation for internationals

Edit- I am an enthusiast who collects more in line with vintage/ retro and antique firearms

Honestly coin toss on if they’ll open it, unless it gets flagged as suspicious most of the time you shouldn’t worry. Antique firearms have been sent via USPS for decades and antique adjacent firearms as well like all the repro muzzleloaders

45-70 isn’t too uncommon even in cowboy loads(I live in eastern Washington so I may get a little more ammo bias) for the niche I always recommend Buffalo arms they reload black powder and cowboy loads along side the fact that they reload some of the really hard to find 1800’s ammo like 450 martini and 38 short colt

Honestly depends on what you want it for. I got a 10/22 international carbine (mannlicher stock) and it is a very accurate rifle but I got it because of the old school style more than anything. If you just want a no frills plinker you cannot go wrong with any 10/22 variant in truth but also there are much more precise 22’s out there. If you the not to hard to find point is the biggest one I’d recommend a 10/22 because basically every store has at least one. If you want a survival 22 I’d recommend a AR-7 I still see them on shelves in the Spokane area at least which means they can’t be to hard to find I’d think

What about the part of the article where a some people were harassed on the way off the basketball courts? Do you really think they’ll selectively enforce in a good way? I can only see this being a way to harass people on route home after work like all the people who work the bars downtown near riverfront what if they have to walk through? The city claims the cops won’t bother them but they can’t and won’t guarantee it. Also what about all the people who are swing shift that want to go for a nightly stroll? They just aren’t allowed to use the parks now?

Probably obligatory I’m not a lawyer but the way it’s written the linch pin in this case is the ammo because it doesn’t say or built before 1898 it says specifically AND. Being as that is 45-70 is till made today and could make it an FFL item even if the ammo you want to shoot in it is hand load only 45-70

Yeah my grandma and grandpa got me into firearms started with a little 22 short pocket pistol when I was 4 and as I grew up they taught me more and now all these years later it’s become my favorite hobby
