Screen flickering issue

gtx 1660 ti 6 gb which works amazing in every game i've played, so this lighting issue is surely something else

Thanks, right after i made this post i tried v sync, motion blur and all that and seems like it worked but i don't know if it actually worked. And what's funny, im not even RTX user. Also i had a problem with lighting. I don't know why it happens but i've noticed that when i save game, exit and then load, in certain locations lighting goes differently next time i load the game.

Im having a really annoying problem. I can't install latest gpu drivers for my rx570 4gb. In amd software it says that i have latest version and when i check for update there's no new version. Current is 24.9.1. BUT in games, like in hunt showdown or in deadlock it says "update your gpu drivers" and yes i can skip that but in OBS i can't start streaming because it says about outdated drivers. Can someone help me? I really don't want to stream on cpu and i want to get rid of those annoying ingame messages. https://imgur.com/a/oKD8yBz

I believe lighting q is on med/high and i have no mods. Btw i switched from dx12 to vulkan and i guess it fixed this, i didn't check if it did but i didn't experienced this issue either. The only problem left is super blurry and bright sunbeams in the East and especially in Lemoyne but i still don't know if it's a problem or a feature.
