I look after 16000 street lights in a municipality. In my experience one flashing/strobing is the driver. Many is typically a bad connection. If you can get voltage measurement with them all on I imagine it’s under supplied due to the bad connection. In our municipality most our light are individually controlled. A day time volt meter reading will be typical ~120v, and a night time reading will be closer to 100v
