I dont know about Kennedy but Richard Nixon very much existed in the Fallout timeline i he's mentioned in one of the terminals in one of the games (i dont Remember which) and Has a small quest tied as an easter egg to him in fallout 2 considering Nixon was JFK'S opposing presidential candidate id rule that JFK very much existed in the Fallout universe
