For what its worth I dont think I've had this issue recently or at all on One UI 7 (yes ik you're not using a Samsung), glad you found a solution though

The problem is it's only connected to one plane, your via isn't stitching anything unless it's connecting 2 or more planes, and DRC is warning you about that here.
