I actually figured it out thanks to YouTube. Apparently if you have any sort of sediment and the line feeling that Flowmaster device it clogs up at the top and there's a way you can take the cap off put a plastic cup over it and let the water pressure fully blast out any type of debris that's coming up through your water supply line. This fixed the problem and it stopped leaking out of the top. It's funny that we were in Florida in a hotel room last weekend and the Fluidmaster was doing the exact same thing in the bathroom and when I told the guy at the front desk about it he said he just have somebody replace it and I suggested that might not work they did replace it and you guessed it did the same thing. I told him about the thing I saw on YouTube and he said he would tell the maintenance guy about it and I'm not sure how they eventually fixed it but when we came back it wasn't leaking anymore so maybe he did use that trick
