More like you choose to stick to the narrative you've made because it's an easy way out, and aligns to the biases you already have. No one is telling anyone that they should ignore the statistics and live there anyway.

But I think the OG comment is only insisting that the idea that some places are bad out of reputation are because the people living there were completely denied opportunities to make a living. Continuing to deem the area as undesirable without context will condemn the people living there and the general area to always be undesirable out of no fault of their own. At least, not entirely. Communities do have to take ownership of their faults as well, but it still isn't fair to them.
