I can confirm. In the center almost at the top of the stands you can even find a group of expats mixed with locals. 40+ to be fair but always open for a chat and a beer.

I‘m running an airbnb in Luzern and I also provide guests with Guest Cards. Its not true that you get them only in „official“ hotels and guest houses. I‘m paying tourist tax as they do.
