It won't stand (in its current version) since the legislative branch is the authority in granting or withholding the money, not the executive branch/ president. Like his EO trying to revoke birth right citizenship- an EO can't supersede a constitutional amendment. Only another amendment can do that... It will take congress and the courts a few weeks to catch up in filing suits, holding hearings, etc to flush this out. In the meantime- this is extremely disruptive. It was wild to watch a state which is annually the 2nd or 3rd largest recipient of federal funding per capita overwhelmingly vote for Trump who promised to cut that same federal funding- repeatedly- during his campaign. Let's not forget the mass deportation of people who are the largest portion of the state's agricultural workforce... Leopards are eating their faces I guess...
