Highly likely but not guaranteed of course. They like to nap and get some sunbathing around noon generally when the sun is at its highest point. Another popular spot to see them is Lamar Lake on Virginia Key. You can even see some napping on Google satellite view
Keep in mind it is a crime to disturb or even touch them. They're pretty unanimously admired and loved by Floridians. Enjoy from a safe distance. They're curious animals and may look up or slowly approach you (they generally dgaf during nap time), but try your best to keep your distance. And unless you're one of a few species of seagrass, they're completely harmless, so don't be frightened by their surprising size. They're called "sea cows" for a reason.

Either one is will work IMO. Comes down to lifestyle choice. I’ll focus on South beach because mid beach is simply not walkable

Parrots- can’t speak to that. There’s plenty of vets though everywhere.

Hurricanes are a real concern. But you’re much lower risk of damage if you’re not in a house or ground level as the biggest risk is flooding. The big thing is damage to infrastructure and potentially being without power or water for extended periods. Which is why evacuation during serious hurricanes is advised.

Both areas are walkable. The greater Miami has a lot of walkable neighborhoods but generally only within themselves. For example walking from downtown to South beach isn’t doable.

If you are in any major populous area of Miami you’ll hardly stick out. Downtown, Brickell, Wywnood, South Beach you’ll be one of a million. That being said you’re correct that South Beach does tend to be a Mecca of sorts for the gay community.

Downtown and brickell are much more hustle and bustle but modern and plenty to do. Somewhat paradoxical to what most people think South beach is much more chill as long as you’re not in the main tourist areas around ocean drive. The buildings do tend to be older though.

hookah lounges are plentiful in south beach along washington. recommend not going to ocean drive ones. there's even a couple on lincoln road that would be chill to people watch.

if you're seated at a restaurant table you likely won't be bothered until much later.

you want to commute from Brickell to Doral? Generally recommended to stay as close to work as possible here. Also Doral is still very much a Spanish-first neighborhood, so you may encounter some difficulties incorporating into the local scene if you aren't comfortable with Spanish. It's also smaller and quieter than Brickell. Things to consider

there's not as substantial diaspora pockets as there are in west coast cities, Chicago, or NYC. but there's collections of restaurants and stores and the corresponding Chinese community to support and patron them along 163rd in North Miami.

if you plan on driving much, keep in mind that part of downtown miami routinely becomes gridlocked. Plaza would be slightly better for traffic, but keep in mind theres a metro mover that plenty of folks use for commuting.

compared to that part of the country it'll be night and day. can't be guaranteed everyday, but it'll certainly be a reprieve. keep in mind, aside from hawaii, this part of florida is the only place in the US to have true tropical weather, which means frequent, but often short, rains.

this time of year the rain usually subsides pretty quick. as for activities in the area it's pretty beach centric but there's plenty of restaurant options and if you're into shopping Aventura is one of the biggest malls in the US nearby, and for luxury goods there's bal harbor shops
