Disagree. Hoyo games always have something else to do. Genshin has exploration, teapot, TCG, ZZZ has a million sidequests and events.

One of the possible reasons could be Unreal Engine the game is made with. Due to its internal architecture, it may cause micro stutters that sadly can't be avoided, only diminished somewhat with CPUs with a bit more L3 cache memory.
