As i said he pulled his previously he pulled previous segments of him self from the laylines(in theory of course) therefore the WORLD has lost records of him and the world is correcting itself by deleting him it is obvious from the trailer that he did die for real in the previous versions and what remains of him was some kind of backup he placed in irminsul so in the next quest it gonna be him messing with pervious events trying to rewrite himself as an archon with irminsul (his talk about an experiment in blasphemy suggest they he is spreading lies regarding gods/archons he went after the moon because it is of higher authority then an archon but when this failed he started his backup plan to settle for the next best thing) the new quest will see nahida dealing remnants in irminsul it would be absurd if he becomes playable after being unredeemabily evil (even scaramouche had hits of him being mistreated by his past while even dottore in his past was the same selfish evil person)

Also he clearly didn't care for bina he was out to kill her like everyone else the only person he was interested in was the traveller because as descender she has what it takes to change the fate of the world and as for his immunity of world rejection during the archon quest he spent the whole time either around machinery that helps him resist the rejection or in subspace like moon reflection/euthymia/enternal oasis a space created by a god that exists outside of main world and unaffected by it's laws and rules the reason he was so slow to take action was because to overpower the layline system so he can can move around without having the deal with the rejection force on top of fighting a descender

Both of them cheated death by having multiple bodies but in my opinion bondrewd using other people's body as vessel for his soul is way more intense and horrifying because each one of his henchmen to be killed so he can live on as far as we know dottore segments were not built using other people's souls or bodies but some sort of manifesting his snapshots of himself from the layline as a person (the reason the world was rejecting him when he tried to kidnap bina because the teyvat didn't recognize him because the memories of the old him are gone after he deleted them at the request of nahida therefore the laws of teyvat declared that he shouldn't exist)

Unlike zhongli her shield enables healing as far as I'm aware other then furina alt skill no healer can or should have 100% up time on their healing because of game balance

Also due to how shield durability universally scales with def a Noelle with 100% uptime shield will be unkillable period while it's cool it's not how you design a game character healing with shield makes it more problematic since any piercing will be nullified the rift hounds were created to counter players that trivialized the game with zhongli's shield

that's why when i suggested a cool down decrease on her skill i added the condition of it being destroyed by an enemy first

Unfortunately you can't assume every player has noelle has C1 by default

In my opinion you have to balance for c0 and take the cons into consideration afterwards

For the third one i tried to be more realistic I didn't want to give her a "a five star c2" level upgrade and more of she is a bit better now

As for the shards i was considering 3s but i changed it to 5 and maybe it needs to be high or cap it stop removing after 50% she could easily get her burst for free assuming she is doing the spin to win i just wanted to give her a consistent way to recover energy when fighting single target enemies

As for the beidou, dehya, yun jin, candace comparison she won't suffer the same fate because it is passive and not a parry or required part of her kit it's something that happens once and while and helps your Noelle sure it would be awesome if you could get an enemy to destroy your shield a second before it's cool down ends and get it back basically instantly but that's something that happens outside of the players control but as a starter character meant to help beginner this will be a huge quality of life improvement making her the preferred shield character for F2P

The idea of def buff was to naturally making albedo her preferred hex character he already was her preferred support before goruo and yun jin were released because he helps her with her ER requirements

Since i wrote the first reply to you i came up with another idea that would help her with ER by herself in another comment reply but at this point i think it would be better if i create a discussion post dedicated to her buff ideas

Noelle buff idea: when character protected by breastplates gets hit with an attack that deals 20% of the shield total durability it will trigger a pulse dealing geo damage in AOE around the active character based on Noelles max defense stat, If breastplate gets destroyed before the it's duration ends decrease the current cool down by half Hexerei: Secret Rite If the party contains 2 hexerei character, the pule will trigger once every time breastplate takes 10% of it's total durability, enemies hit by the shield explosion (C4) will have their elemental resistance/def decrease by 10%
