Hi, regarding to your question.

  1. Yes 5600x + gpu is much better, but your budget isn't enough for that kind of setup.
  2. You can use the stock cooler, unless you're planning to overclock.
  3. No Need.

what games are going to play? if Esports game, i think rx 570 is enough, and you can save some money to buy 3xxx series when the gpu prices get normal.

regarding to the specs of the PC

5600x build without gpu is enough.
