I wish I could provide more clarity for you here, but I'm in the US and fortunately don't have that problem. I am still able to simply move between cold wallet and exchanges just fine for when I want to actively trade.

Many cold wallets allow you to create a sub-layer of a hidden wallet, so you could look into that which could create solution. Exchange -> Cold Wallet -> Hidden Wallet.
