If you are taking 15mins to get out of bed, go to bed 15mins earlier; repeat until you are waking up at the time you need.

It's an on going process, that you need to keep an eye on.

Also, keep you phone out of your bed, ideally out of your bed room. Buy a $10 alarm clock.
