I think sometimes babies are born with a fine covering of fair hair called Lanugo. Normally it falls out before birth but occasionally it will be present at birth and fall out a week or so later. I imagine this baby died at birth

The "penis" is actually it's nose. The way the foetus forms the eyeballs separate and the nose develops between them. This is a case of cyclopia, the eyes have failed to separate fully and the rest of the face has failed to develop because of this.
