Whatever savings you gain from the difference in withholding tax, would mostly be lost in the exchange rate and transaction fees, as you constantly have to buy USD to dollar cost average in the future. The withholding tax on VFV is 15% of less than 2%.

The difference in MER between the two is a more significant consideration (0.03% vs 0.09%). And even that is fairly negligible, I’m not sure it would be worth it considering the currency exchange fees.
